Dalton Floyd
receives the State's Highest Civilian Honor
South Carolina's highest civilian honor, The
Order of the Palmetto, was awarded yesterday to Dalton B. Floyd,
Jr. for his exemplary service to the state and nation.
An attorney practicing in Surfside Beach, S.C.
and a resident of Murrells Inlet, Floyd was a member and leader
of the South Carolina Commission on Higher Education from July 1996
through April 2005. During that time he witnessed great growth and
change at our state's colleges and universities. Having served as
Vice Chairman and Chairman, his diplomatic and thoughtful leadership
skills allowed the Commission to face and work through difficult
issues. In addition, many civic, community and business organizations
have benefited from his wisdom, keen insight, and strong support.
His leadership at the Commission on Higher
Education has been steady and farsighted. He paved the way for a
stronger, more unified and well poised Commission that will deal
with the challenges and opportunities ahead. We will miss his input,
shared Dr. Conrad Festa, the Commission's Executive Director.
As Mr. Floyd was presented the prestigious award
he expressed, "I guided the ship, but the heavy lifting goes
to the staff and other Commission members. I am humbled by the honor."

Dalton B. Floyd, Jr. is an attorney practicing
in the State of South Carolina. His law practice, established
in 1973 is a complete source for almost all types of legal work.
Dalton has a Bachelor of Science in Business Administration from
the University of South Carolina and a Juris Doctor and L.L.B.,
cum laude, from the University Of South Carolina School Of Law.
He served as a Captain in the United States Air Force from 1963-1966
and was certified as Trial and Defense Counsel of the Judge Advocate
General Corp for the United States Air Force.
Dalton is beginning his forty-second year of
practicing law and believes the single most important factor for
a successful law practice is caring about the client. Paying attention
to the client's needs and providing excellent affordable service
is the goal of his firm. And per this goal his firm is respected
throughout the Southeast region for the quality legal services
they provide to their clients.
Dalton's legal experience is vast and includes
time as the Assistant Solicitor for Florence County and the attorney
for the Carolinas Section of the PGA of America. He has organized
and served as general counsel of three financial institutions:
Waccamaw State Bank, Patriot Federal Savings and Loan and SunBank.
Chairman of the General Practice Section and the Economic and
Law Office Management Committee of the South Carolina Bar.
Most recently, he was awarded the "Order of the Palmetto",
the state's highest civilian award for service to his state
as the Chairman of the South Carolina Higher Education Commission
and he will join the board of South Carolina Bank and Trust in
November.
